No, his velocity hasn't fully returned yet, but HLHIII was able to effectively locate pitches (bro trust me the home plate ump was a total donkey and didn't help matters but no biggie Roy got this), maintain control of at-bats, motivate center fielders to jump over the wall and catch home runs, and integrate a pretty nasty curve in his return yesterday. All of that, yo, is cause for celebration.
